How do you get the 2019 Splyce Level 2 Icon?
It was an event pass reward. Riot's description in the client reads: “Unlocked by reaching Level 2 in the Splyce 2019 Summer Team Pass”
Is the 2019 Splyce Level 2 Icon still available?
No. Riot tied the 2019 Splyce Level 2 Icon to 2019 (event pass), and it does not normally bring back past event rewards or bundles.
