How do you get the 2023 - Arena Gold Icon?
It was a ranked reward. Riot's description in the client reads: “This icon was earned by finishing Gold in Arena Queue in 2023.”
Is the 2023 - Arena Gold Icon still available?
No. The 2023 - Arena Gold Icon was a ranked reward: to get it you had to reach Gold in Arena during Season 13 (2023). Riot does not give out past ranked rewards again, so it cannot be earned anymore.
