How do you get the Doomed Minion Icon?
It was a mission or event reward. Riot's description in the client reads: “Earned by summoning Little Devil Teemo in The Teemoing mini-game during the 2016 Teemoing event.”
Is the Doomed Minion Icon still available?
No. Riot tied the Doomed Minion Icon to 2016 (mission reward), and it does not normally bring back past event rewards or bundles.
