How do you get the Empyrean Vex Chroma Icon?
It came from an event shop. Riot's description in the client reads: “An icon that comes with the Event Shop-exclusive chroma”
Is the Empyrean Vex Chroma Icon still available?
No. The Empyrean Vex Chroma Icon came with an Event Shop-exclusive chroma: you got it by buying that chroma with event tokens in the 2022 event shop. Past event shops do not return, so it cannot be earned anymore.
