How do you get the Beta - LATAM Participant?
It was a mission or event reward. Riot's description in the client reads: “Earned by participating in the Latin America North or Latin America South Beta.”
Is the Beta - LATAM Participant still available?
No. Riot tied the Beta - LATAM Participant to 2009 (mission reward), and it does not normally bring back past event rewards or bundles.
