How do you get the Tower Icon?
It came from sending or receiving a gift. Riot's description in the client reads: “Earned by gifting a champion during the 2012 Snowdown event.”
Is the Tower Icon still available?
No. Riot tied the Tower Icon to 2012 (gift), and it does not normally bring back past event rewards or bundles.
